RTHK Spends US$774m to Builds New HQ

Radio Television Hong Kong (RTHK) has been planning to build a new new studio in Tsueng Kwan O for years, and the plan is now awaiting for public funding. According to RTHK’s news report, RTHK will apply for public funding from the Legislative Council’s Public Work Subcommittee and Finance Committee between the end of this year and January 2014. The project is estimated to cost US$774 million. If the Finance Committee approves the application, RTHK will confirm the design of its new headquarter and appointment with the contractor in the first quarter of 2014. The construction will begin as soon as the appointment is confirmed and the building will be expected to be in operation in 2018.

The documents submitted by RTHK to the Legco says that given that the RTHK headquarter in Broadcast Drive is aging, the facilities within are old and does not offer sufficient space which cannot cope with the digital broadcasting in the future, a new headquarter is needed. Radio and digital terrestrial television broadcasting (DTTB) facilities will be equipped in the new building. In addition, news centre, engineering department, administrative office, IT and new media facilities will also be included. The net floor space of the new building is 27,600 square meter, which is 77% larger than the existing headquarter.

RTHK’s headquarter in Broadcast Drive began operation in 1969. The Hong Kong SAR Government has reserved zone 86 of Tseung Kwan O for RTHK to build its new headquarter. However, the construction of the new headquarter has been delayed because of SARS outbreak in 2003 and the review of public broadcasting service in 2006. Since 2009, the voice for demanding digital broadcasting and DTTB services, the HKSAR Government revisited the new RTHK headquarter plan. The location of the new headquarter has been changed to zone 85 of Tseung Kwan O, and the construction site is around 31,000 square meter in size. On 18th May 2012, the government reviewed a number of potential bidders, and those who are qualified are invited to participate in the bid for the headquarter’s construction in first first quarter of 2013. The bid closed in early May 2013.
